Odds are about 100% that if you are setting up multiple wifi base stations, you are placing them for optimal coverage of your own intended users. Wifi triangulation works best when the user is somewhere within the perimiter of the base stations, and works most poorly when the strongest received signal is a station on the perimiter. Two of the general criticisms of GPS are that the technology doesn't do very well in dense urban areas, and it doesn't get accurate enough for some uses. At least two separate organizations—the Fraunhofer Institute for Integrated Circuits in Germany and Skyhook Wireless—took note of these drawbacks some time ago, and now have introduced targeted, WiFi-based technology that can go more places—and offer more accurate results—than GPS.
The tech works by sniffing for WiFi networks that are in range, then measuring signal strength and comparing those results with a database. This of course means that a service provider would need to conduct periodic sweeps of an area to catalog the WiFi hotspots that power the database that's used. The device doesn't actually connect to or use any of these hotspots (it only scans them to measure relevant factors used for the database lookup).
The advantage of using this system, and the reason why it isn't marketed to compete directly with GPS, is that the urban areas it's targeted for are typically ripe with more than enough WiFi networks to gather accurate data. The Fraunhofer Institute says the tech is strong and accurate enough to navigate department stores and hospitals, and Apple was confident enough in Skyhook's commercial offerings to build the technology into its most recent software updates for the iPhone and iPod touch.
Initial reports from iPod touch owners are positive, citing accuracy that typically matches or surpasses cell tower triangulation. With this kind of targeted usage in mind, it's easy to see more applications for this technology that could allow for tracking people and objects using wireless networks already deployed in the wild.
By nature, though, this WiFi Positioning technology, as Skyhook calls it, won't be perfect. To maintain an accurate database, service providers will constantly need to reassess areas to update a catalog of hotspots, many of which can come and go like the wind and affect the technology's accuracy. Still, WiFi Positioning is cool tech, especially for urban areas where GPS signals don't penetrate and accuracy is of the utmost importance.
